Mr Andile Sipengane is currently working for the W&RSETA as Chief Officer for Qualifications and Research. He is responsible for Qualifications Development, Quality Assurance, Research as well as Career Guidance services.
Andile graduated from various institutions of higher learning in a number of fields of study and holds the following qualifications: MBA, B.com; BEd; HDE; Post Graduate Diploma in Education Management; Masters Diploma in Business Studies. He is currently registered for Doctorate (Business Administration) at Durban University of Technology.
Andile has gained considerable experience in research in particular programme evaluation and impact assessment studies and has worked on a number of private and public sector funded programmes. Andile has about 15 years’ experience as an educator having started at secondary school level and later lectured at Vista University Faculty of Education. He has also worked as a Small Business Development Consultant and Researcher before taking up the position as Provincial head of the Department of Labour in the Eastern Cape.

Andile has gained experience as Senior Executive Director responsible for service delivery and organisational performance at the National Department of Labour and currently with Wholesale and Retail Sector Education and Training Authority (W&RSETA Chief Officer Qualifications and Research). At the National Department of Labour I was managing performance of four Business Units and sixteen Regional Offices covering Unemployment Insurance Fund (UIF); Labour Inspect & Enforcement Services (IES); Labour Employment Services & skills Development; Labour Market Information Services including overall Human Resource Management and Financial Management of the Provincial Budget. At W&RSETA portfolio includes; Qualifications Development; Quality Assurance and Research including Sector Skills Planning.
Whilst at W&RSETA Sipengane has champion initiation and implementation of the projects including the following programmes: Establishment of Schools of Excellence a partnership programme between Retail Industry; TVET Colleges and Durban University of Technology.
Bursary programme Bachelors, Masters and Doctoral studies. Wholesale and Retail Leadership chair in partnership with Cape Peninsula University of Technology (CPUT). Development of QCTO qualifications. Development of NCV Retail qualification.
